The record is impressive: playing a leading role in the creation of mega trade deals, codifying rules for the digital economy, and orchestrating an infrastructure investment push in developing Asia. However, the fracturing of the world economy due to great power competition and resurgent economic nationalism presents new challenges for Tokyo in balancing its economic internationalism with defensive concerns over economic security.
