6:00 PM America’s Role in the Asia-Pacific Region: A View From Singapore Singapore is an important partner of the United States in promoting peace and prosperity in Southeast Asia. Though not formal allies, the two countries have enjoyed a broad and deep partnership for decades. What will this relationship be like in an era of global change and tumult?

The Consul General of Singapore in San Francisco, Christopher Cheang, will offer the San Diego World Affairs Council his perspectives on U.S. relations with Singapore and the broader Asia-Pacific region.

Located on the strategically vital Strait of Malacca and near the contested zone of the South China Sea, Singapore allows the U.S. Navy use of modern port facilities. In 1990, after closure of U.S. bases in the Philippines, Singapore and the U.S. signed a Memorandum of Understanding allowing the U.S. military use of Singapore's facilities. In 2005, Singapore and the U.S. implemented an agreement on defense and security cooperation, and in 2012 Singapore agreed to allow the U.S. Navy to deploy to its territory up to four littoral combat ships on a rotational basis.

Singapore is the 13th largest trading partner of the United States, with $26.8 billion in imports from the U.S. and $17.8 billion in exports to the U.S. in 2016. The U.S. consistently runs a trade surplus with Singapore. The 2004 U.S.-Singapore Free Trade Agreement was the first free trade agreement signed between the US and an Asian country.

Singapore is also the 13th largest export market for California. In 2016, California exports to Singapore totaled nearly $3.9 billion, with computers and electronic products accounting for 30.8 percent of total exports. Singapore is a highly developed, innovative economy -- a natural partner for San Diego.

About Our Speaker

Christopher Cheang has been Consul General of Singapore in San Francisco since 2013. His area of coverage includes 13 western states and many U.S. territories and outlying islands.

Mr. Cheang began his career with the Singapore Foreign Service in 1980. Fluent in Russian, he has extensive experience in Moscow, where he was posted three times between 1994 and 2013. He has also served in Bonn, Germany, and spent many years at the Ministry of Foreign Affairs headquarters.

Apart from his government work, Mr. Cheang has run his own business and worked for Singapore's premier English language newspaper, the Straits Times. He earned his bachelor's degree in political science from the University of Singapore.
