5:00 PM Is Populism Reshaping Social Protection in Latin America? Pacific Leadership Fellows Tiago Falcao, who currently serves as the national secretary of Income of Citizenship of the Ministry of Social Development in Brasil, will offer insights on how the emergence of charismatic leaders, coupled with increases in social expenditures and the launch of conditional cash transfer programs (CCTs), have changed social protection in Latin America.

In the context of low economic growth and great social polarization in Latin America, questions arise about the sustainability of the current social spending and behavioral effects of CCTs. Falcao will discuss the emergence of new movements connected to the middle class and religious groups, and how these may affect social protection programs and policies geared toward helping the poor and vulnerable in Latin America.

The event will start with a talk at 5:00 PM Light refreshments will be served throughout the program.

Location: Malamud Room at the Institute of the Americas (map). Closest parking is at the Pangea Parking Structure (Pangea Drive at N. Torrey Pines Rd.). A parking permit is required and can be purchased at the pay stations. There will also be signage to direct attendees from the structure to the event venue.

7:30 PM Music: Lerner-Moguilevsky Duo Direct from Argentina, this brilliant duo presents a stellar blend of klezmer, Argentinean folk music, tango and jazz improvisation.

Their stunning virtuosity on flutes, bagpipe, duduk (wind instrument), clarinet, bass clarinet, soprano sax, harmonica, accordion, piano and percussion makes them sound more like an orchestra than a duet.

For over two decades, they have brought audiences to their feet from Poland to Canada with breathtaking intensity.
